Springvalley protects its riverbank with quays placed via Network Multitool, levelling all selected nodes to one height in a single step. A new arterial boulevard gives the main road a direct link to the highway interchange, a new district answers skyrocketing residential demand while squares stay free for future services, the first offices appear, and the city reaches Small City.
What happens in this episode
Episode 9 added the stock exchange and Butler Park. This time there are two plans: protect the riverbank, and give the main arterial road a direct connection to the highway interchange.
How it was built
Quays with Network Multitool
If you haven’t worked with quays yet, the tool you need is Network Multitool. It gives easy access to the quay networks (see my Network Multitool tutorial). The quay starts at the edge of the city limits and follows the bank without touching existing structures. It also gives the park a bit more room and some nice rocks.
The useful trick: select several nodes, then in the toolbox use object height to align them all to the same level in one go, or pick a different reference point. It looked much better and wasn’t too high.
A new arterial
A new boulevard runs parallel to an existing street, and the crossing is curved so the roads line up and traffic doesn’t have to stop at the intersection. Drivers started taking the shorter route to the highway straight away. No lane rules or parking bans were needed yet.
A new district
Residential demand was skyrocketing, so a new district gets water pipes under the roads, as usual. A few squares are left empty on purpose: the bigger the city gets, the harder it is to fit in schools, libraries and services without tearing things down. One square may extend the college or become a city park. Most citizens are now educated enough for offices, and the first office buildings appeared. There’s no industrial demand at all.
Small City
Springvalley reached Small City, which unlocks trains, monorail and cable cars. A sports venue would be too early for a town this size; I want to stay realistic. There’s definitely a lack of public transport, and traffic issues are starting.

FAQ
How do you build quays in Cities: Skylines?
Network Multitool gives easy access to the quay networks. Draw them along the bank, then select their nodes and set them all to the same height at once.
Why leave empty squares in a growing district?
So you can add schools, libraries and other services later without tearing down existing buildings.
What unlocks at Small City?
Trains, monorail and cable cars, among other things.
