TL;DR ·

The high 'industrial' demand turned out to be office demand, so Westfield builds a large office district served by a new tram line. Unique buildings and monuments arrive (a mall that needs a big parking lot), along with more fire stations, a prison outside town, walking tours, a sightseeing bus depot and balloon tours. The city passes 100,000, though people now park everywhere and transit lines are crowded.

What happens in this episode

The tram line from episode 28 reaches the university and should take some traffic off the streets. I had also misread something: the high demand wasn’t for industry but for offices. Cities: Skylines doesn’t separate the two in that bar.

How it was built

An office district on a tram line

A new tram line with plenty of stops comes first, then a big office district with a police station, fire station and doctor’s office, plus high- and low-rise homes and shops along a curved alley. The water pipes were already there from many episodes ago. Demand dropped quickly. Parking on the tram streets is banned, so people use side streets. 100,000 is close.

Monuments and a mall

Unique buildings and monuments: a statue of wealth, a plaza for the hospital zone, the Fountain of Life and Death, a friendly neighbourhood park, a transport tower and a mall area. Crowds walked to the mall, so a big 8×4 parking lot went in and a city arch came out. More trams were added to a crowded line, plus taxi stands at the mall. Later came the tax office and the “lungs of the city”.

Utilities and safety

Uneven terrain was smoothed with Move It. Another eco water treatment plant balances sewage. Pollution is low except for one old area I’d love to tear down eventually. Big fire stations close gaps in coverage. A prison sits outside town so residents aren’t bothered by it. Prison vans arrived soon after. Oil exists on the map for later.

Tours

Tourists came in large numbers, so the city gets walking tours between points of interest, a massive sightseeing bus depot with two routes, and hot air balloon tours with a stop at the park. Free Wi-Fi and high-tech housing policies went in.

Over 100,000

Westfield passed 100,000 citizens. The new problem: people park everywhere, and some tram and bus lines are crowded while income dips. Next time: more public transport, so fewer people take the car.

FAQ

Why is industrial demand high when I don't need industry?

In Cities: Skylines the industrial and office demand share one bar. In Westfield it was actually office demand. A new office district brought it down.

How do you set up walking tours?

Choose points of interest for each tour, then close the route. A sightseeing bus depot and hot air balloon tours add more options for tourists.

Where should a prison go?

Far enough from homes that citizens aren't worried about it. Westfield's prison sits at the edge of town on an extended road.
